does any company make water proof tape or something similar to it? an example of a tape is duck tape.?

Your best bet would be to get some silicone caulk and Don't use any type of tape at all. I need to know if you are fixing the actual aquarium or just an accessory inside. By the way Jinx, duct tape is actually made to fix duct work used in carrying air, not water, and probably should never be used in a fish aquarium!
you should also check with someone who would know which silicone would be best to use in that situation
